LMS development

Custom LMS development for courses, exams and certificates

Safock is a custom LMS development company that builds learning platforms around your own access rules, exams, certificates and reporting. We build for schools, academies, professional training providers and employers whose courses carry licensing or certification weight. Our platforms in production include a cybersecurity LMS at a university and a utility, a pre-licensing and continuing-education platform for a US auctioneer school, an English and Urdu LMS for Tarbiyah, and the payments and course-access rebuild for an online school with 180,000+ learners.

/ The problem

What this fixes

  • 01

Your access rules do not fit the plugin

You sell single courses, bundles and memberships, some with expiry dates and some bought in bulk by employers. The plugin handles one of those well, and your team patches the rest by hand.

  • 02

Learners can skip straight to the exam

Exams open before the required lessons are done, or a failed attempt resets with a page refresh. For licensing and compliance training, that puts the whole programme at risk.

  • 03

Certificates are PDFs anyone can edit

Employers and regulators ask whether a certificate is real, and the only proof is an email to your support inbox.

  • 04

Reporting means exporting to a spreadsheet

HR, partners or a state body want completion records by course, learner and date. Someone spends a day building the report, every time.

/ What we build

LMS development, built for your systems

  • 01

    Course access and commerce

Memberships, bundles, single courses, seat packs and expiry rules, connected to Stripe or your local gateway so payment and access never drift apart.

  • 02

    SCORM and xAPI support

Import the SCORM packages you already own and record learner activity as xAPI statements, so existing content and reporting tools keep working.

  • 03

    Quizzes and gated exams

Question banks, attempt limits, pass marks and exams that open only after the required lessons are complete.

  • 04

    Verifiable certificates

Certificates issued on completion, each with a public verification link an employer or regulator can check without contacting you.

  • 05

    Company and partner admin areas

Employers, universities and partners assign courses, track their own learners and download reports, while seeing only their own people.

  • 06

    AI-powered LMS features

A course assistant that answers learner questions from your own lesson material and cites the lesson, plus draft quiz questions for instructors to review.

/ How it works

The detail behind it

Four learning platforms live in production

Each of these started from a different problem, and each is live today. Their figures come from the platforms themselves.

  • Cybersecurity LMS: live at a university for students in class and at a utility for workforce training. Two live deployments, three learning levels, and a five-step loop of assign, learn, assess, certify and track. Certificates are verifiable through a public link.
  • US auctioneer training school: a custom LMS for pre-licensing and continuing education built on Next.js and Supabase. 52 courses, 11 exams and 8 tracks, with 2,200+ course-completion records, 510 exam completions and learners from 22 US states. SCORM and xAPI are supported.
  • Online school from a leading hairstyling-education brand: payments and course access rebuilt on Next.js, TypeScript, PostgreSQL, GraphQL and Stripe for 180,000+ learners in 50+ countries and 250+ video courses, while editors kept WordPress.
  • Tarbiyah LMS: an English and Urdu learning platform with full right-to-left Urdu, live at tarbiyah.com.pk and built end to end by Safock. Learners go from sign-up to enrolment, lessons and a certificate in four steps, with graded quizzes, mentor chat and certificates anyone can verify online.

Custom LMS development for licensing and state pathways

Regulated training has rules a generic LMS rarely models: which courses count toward a licence, in which state, in what order, and how many hours of continuing education a professional needs each cycle. On the auctioneer platform, 8 tracks organise 52 courses and 11 exams so a learner from any of 22 states sees the path that applies to them.

We model those rules as data, so your team can add a state, a track or a renewal requirement without a developer. Completion records store the course, learner, date and result, ready for an audit or a regulator's request.

SCORM, xAPI and the content you already own

Most training teams already have content: SCORM packages from an authoring tool, video lessons, PDFs and quizzes. A custom LMS should import that content without a rebuild. We play SCORM packages inside the platform, store their scores and completion, and record xAPI statements so detailed activity can flow to a learning record store if you use one.

For video-heavy schools, we keep hosting and streaming separate from the course database, so a library of hundreds of lessons stays quick to browse and access checks run before playback starts.

When an off-the-shelf LMS is enough, and what a custom build costs

If you run a handful of courses with simple access and no licensing rules, a hosted LMS or an open-source option such as Moodle is usually the cheaper route. A custom build pays off when access rules, exams, certificates or partner reporting are central to your revenue or your accreditation.

Cost follows the access model, the number of admin roles, exam and certificate rules, the content to migrate, and integrations with payments, HR systems or a student information system. After discovery we send a fixed quote and milestones, then ship in short sprints with demos.

/ How we work

From first call to a system your team runs

  1. 01

    Discovery

We start with your workflows, goals, and constraints, so we solve the problem you actually have.

  2. 02

    Proposal & architecture

A clear scope, timeline, milestones, and system design, with honest pricing before any build starts.

  3. 03

    Agile delivery

Short sprints with regular demos, so you see working software early and can steer as it takes shape.

  4. 04

    Launch

Deployment, optimization, and security hardening are included. Nothing ships unless it is safe and secure.

  5. 05

    Support & growth

30 days to 3+ months of support after launch, with long-term maintenance available as you grow.

  6. 06

    Your team, enabled

Documentation and training so your people can operate and extend the system on their own.

/ FAQ

Questions buyers ask us

Should we use Moodle or a hosted LMS instead of a custom build?

Often, yes. For a small catalogue with simple access and no licensing rules, Moodle or a hosted LMS costs less and launches faster. Choose custom LMS development when your revenue depends on access rules the product cannot express, when exams and certificates carry regulatory weight, or when partners need their own admin areas. We will tell you which side of that line you are on.

Can you import our existing SCORM courses?

Yes. The platform plays standard SCORM packages and records their scores and completion against each learner. We also record learner activity as xAPI statements, which you can send to a learning record store if you use one. The US auctioneer training platform we built supports both SCORM and xAPI across its 52 courses.

How do verifiable certificates work?

When a learner completes the required lessons and passes the exam, the platform issues a certificate with a unique public link. Anyone holding the certificate, such as an employer or regulator, can open that link and see the learner, course and date from the platform's own records. The cybersecurity LMS we built issues certificates this way for a university and a utility.

Can employers buy seats and manage their own staff?

Yes. A company admin area lets an employer buy or receive a pack of seats, assign courses, follow progress and download completion reports. Access rules in the database keep each company's data separate, so one employer never sees another's learners. Universities and training partners can use the same model.

How long does a custom LMS take, and what affects the price?

Scope sets both, so the answer comes out of discovery. The main factors are your access model, exam and certificate rules, the number of admin roles, the content to migrate and the integrations needed. We agree a fixed price and milestones after discovery, then ship the learner experience and payments early so you can test with real courses before the full launch.

What does an AI-powered LMS add?

The most useful feature is a course assistant that answers learner questions from your own lesson material and points to the lesson it used, which cuts repeat questions to instructors. AI can also draft quiz questions from a lesson for an instructor to review and approve. We add these only where your content and learners will benefit.
